🪗 Argentina🇦🇷: Buenos Aires province introduces a new 2% levy on winnings
The funds will be allocated to healthcare, education and social development programs.
➡️ Who will be subject to the levy? 7 licensed platforms: Bet63, Betano, Betsson, Betwarrior, BPlay, Sport.bet.ar and Stake. Operators will be required to submit weekly reports detailing the deductions made.
➡️ How much is expected to be collected? Between USD 23 million and USD 26 million per month.
➡️ What is the legal basis? Existing legislation. Provincial Law No. 15,079, adopted in 2018 under a center-right administration, establishes a levy of between 1% and 3% on winnings from slot machines. The provincial government's latest measure simply extends this provision to online gaming.
➡️ How much does the licensed gambling sector pay in total ❓
😀 Gross revenue tax: a 15% levy paid to the provincial government under the 2026 tax legislation.
😀 Gross profit tax: a 10% levy on the difference between the total amount wagered and the winnings paid out. Of the amount collected, 10% is distributed among municipalities, while the remainder goes to the provincial budget to support social programs.
😀 Minimum player return: under provincial legislation, the annual return to players from betting activities cannot be lower than 80% of the total amount wagered. The latest amendment raises this percentage.
➡️ Combating illegal activity and prevention
The Institute of Lotteries and Casinos filed more than 800 blocking requests against illegal platforms that allowed minors to place bets.
In July, the Public Prosecutor’s Office ordered the blocking of 537 websites. In addition, the Institute reported on the activities of more than 100 influencers promoting illegal gambling websites.
Preventive activities are also being conducted in schools, theaters and clubs to raise awareness of the risks associated with gambling.
➡️ Context: in July, provincial authorities proposed introducing a comprehensive package of restrictions targeting the same seven licensed operators.
