🧉…And once again Argentina🇦🇷: the Central Bank creates a new regulatory category for payment providers
In light of recent developments, the measure appears to be a direct response to Argentina’s current financial and regulatory environment.
🟢 The new category, titled “PSPCP as a Service,” was introduced through Central Bank circular “A” No. 8432. The regulation primarily targets companies that provide technological infrastructure and operational services to other Payment Service Providers (PSPs).
🟢 Under the new framework, these companies will be required to formally register with the Central Bank of the Argentine Republic (BCRA) and comply with obligations related to corporate governance, anti-money laundering controls, risk management, and data protection.
🟢 In cases of regulatory non-compliance, the BCRA will have the authority to partially or fully suspend company operations.
🟢 The new rules also establish clearer and more detailed mechanisms for removing entities from the official provider registry. Among the conditions introduced, a PSP may be removed if it fails to conduct effective business activity for 180 consecutive days.
🟢 At the same time, the Central Bank also decided to ease certain operational deadlines. Newly registered companies will now have 12 months instead of 6 to begin operations — a measure particularly relevant for business models that depend on complex technological development or large-scale system integrations.
🟢 Payment service providers will have 90 calendar days to adapt their operations to the new regulatory requirements. Since the circular entered into force on May 6, 2026, the compliance deadline has been set for August 3, 2026.
